From what I can turn up on the Wire Act of 1961, it banned interstate phone wagering but not if the state of origin and the state receiving the bet both had legalized phone wagering or if the transaction took place with a foreign country where phone wagering was legal. Intrastate phone wagering where it's legal seems never to have been banned by the Act. So a simple modernization of the Wire Act in 5020 would seem to codify state's rights, which is what the Interactive Gaming Council and ELOT have wanted all along.
