I think a combination of the two. Coming from an IT background myself I believe that you need to keep permanent, committed staff on hand that knows your business, your people, your software apps (especially if they have been heavily modified) and is committed to the company (through stock options and the like). Support this core group with specialists contractors to handle large projects and special needs. I don't believe in subbing out all of a companies IT. It is too critical to a companies well being and, in my mind, different than sending my mfg. and repair out to a third party.
