The answer is yes for smaller and underutlized fabs. It is also probably true that AMD's yields are substantially less than Intel's yields.

Intel has the best yields in the industry for complex logic IC's. Probably, the Intel yields for processors are 20 % points better for Intel, e.g. 80% vs 60%.

But this is definitely a WAG.
