That's for the land side voice part. Bascally it is reusing the GSM-MSC etc.

Also, is a GSM network circuit switched or packet? If circuit don't they have to switch to packet??
They are not switching it, they are building a new GPRS networks. The packet data from MS will be routed to GPRS backbone networks via SGSN then routed to the internet via GGSN. And this networks will be useless when WCDMA come into the play.
