ZO, while searching for something else I came across this old post which exemplifies what I was saying in my reply 7717. Note the number of strands that the European carriers implemented in their rings:

pennwell.shore.net

Most notably, note the number of strands in each of BT's and France Telecom's rings. Two. Then compare to the new kids on the block who are putting in hundreds.
