It appears that the building's bell/intercom system consists of a central system that has the capability of dialing out to a selected phone number.

This allows the person at the main entrance or doorway to communicate with the homeowner through their telephone rather than a separately wired intercom.
As the central system monitors the conversation, if it hears the tone generated by pressing #9, it sends power or a signal to the wired door opener.

It appears that a simple system can be installed in a home.

I'm not sure how it would integrate with an alarm system.
That would be a problem if using the system to allow deliveries.
