AMD's data sheet specifies a voltage of 1.75 volts for the PGA Athlon (aka Thunderbird) at 900 or 1000 MHz - which is the same as Intel's 1130 MHz Pentium III.

Where did you see that spec? I remember reading that the Copper T-Birds dropped the voltage back to 1.65V, but I don't remember my source. I haven't been able to find anything about Copper T-Birds on their web site.

I did find a 1.7V spec for 850MHz Aluminum Athlons:
