Ruby Ridge incident was before William Jefferson's watch (in 1990 or 1991): from what I remember, the FBI undercover agents were after him for almost year to saw off their guns (aka sting operation). There are rotten apples in any barrel ... As for harassing their political "enemies", the Clintons have a penchant for using the IRS and official media more than FBI, BATF, etc. Although, as we know in Elian Gonzalez's case, the INS SWAT teams were also brought into action. How many Americans - even well-informed - knew that the INS has SWAT teams ...? Nevertheless, the biggest abuse of presidential power was the use of US military forces in the Kosovo adventure: sort of Waco on world scale.
