Wasn't it the technical boss of Vodafon who had a dream of 4G beeing customer-service-operator driven and not a subject of technology blackmail?? (I can find the link to the presentation if you need it, from februari where he also "admitted" that "some asian markets seem to be lost" in terms of some specific technology)
Anyone familiar with the standardization process also knows that although operators have different and specific needs, as well as compete, still have long history of working out global glitches, one way or the other, especially building and implementing global standards.
Sometimes this takes more or less time, something they also are aware of, just like with investments and building cash flow. Some things are given higher priority and some things can be worked out in detail later on, as long as the general goal is in agreement and the papers are signed.
UK is also interesting, having no Ericsson,Nokia,Alcatel nor Siemens and a need for sorting out their own future, which I'm sure they will do. Maybe even with the help of media, adjusting sterling and domestic production of software and ARMS. (they are pretty good at that)
However, it doesn't look as they got much, in the long run, from the indirect way of collecting taxes through upfront licenses, tough, urgent situation.(maybe the interest rates will drop, who knows?)
Another interesting UK thing is their old connection to China and Asia, from civil servants to trade and market places like HongKong. (sometimes it makes them look a little strange, maybe the reason their humour and ways are so popular and evolved??)
