To answer your question, here's an off the wall comparison. Boston Class A office space is now more expensive than Manhattan (that's a fact) because shellshocked banks and insurance companies refused to finance new construction after the S&L etc. real estate disaster of 89-90, which was particularly acute in New England.

It stands to reason that, coming out of a traumatic cyclical swing south, decision makers considering mega capital expenditures will be unduly cautious before adding capacity. And if things were bad in Boston, they were way bad in Seoul, which had bet the bank on DRAM at just the wrong time.

Which is a very long winded way of saying it makes sense to me that people have underinvested up until now relative to predicted demand in the next year or two. (I say all this with no data to back me up since I'm not in the semi biz, but that's my hunch and I would welcome facts from those who are).
