IP is a very interesting topic these days....and have observed/participated closely. Without giving away the farm, I can say the following :

My position is that the party that creates the IP (note that this may even be a specification) is the owner. This is typically the viewpoint of many design houses and semi houses as they may contract with EDA firms - any partial ownership or royalties are probably negotiated from this baseline. The consulting organization will be bound to protect the IP that is used for design - if this trust/contract is broken, then that will be the end of that particular consulting business - word spreads *very* quickly in these circles. In fact, several companies have built a key part of their business on a solid reputation for IP protection.
