Self-determination is a principle in international law, which has been invoked on many occasions: on the occasion of the break-up of the Austro-Hungarian Empire; on the occasion of the dismantling of overseas European empires; more recently, on the occasion of the referendum in Quebec; on the occasion of the granting of independence to Andorra; notably, as the justification for the dissolution of the Soviet Union, etc., etc.

EDIT: And since you seem to focus primarily on the United States, may I cite the Puerto Rican referendum as an example of offering people the right to determine their own status.
