I'll weigh in here -

The value of TA is very limited, first, because fundamentals change over time, and second, because investor behavior itself isn't always consistent even when there are no obvious changes in fundamentals (sector rotation, macro-economic data influencing expected returns on stocks, etc.)

I spent some time looking at TA, and it's like Astrology; it makes for nice conversation at cocktail parties but it's not reliable in the long run. I know many successful investors who rely solely on fundamentals, I know no successful investors who rely soly on TA.
