John, first regarding expected return for an institutional investor, I don't know of many that have anything close to an expected return of 25-35%. They dream of this, maybe, but most are hoping for something in the teens.

Regarding selective disclosure, I am strongly in favor of the proposed rules. The risk premium in the stock market has declined gradually for many years, primarily because the cost of information has declined sharply. This proposal will just cut the cost of information further. Wall Street's argument that it will stifle the flow of information has some modest justification, but this pales to me in comparison to the greater good of cutting the cost of information.
