HCI and AND Biometrics have been invited to Washington again, this time at the invitation of the
U.S. State Department consular services branch. This invitation follows from an earlier invitation
and presentation to the U.S. Immigration and Naturalization Services (INS) Passport Program.
"Good news obviously travels fast within U.S. government departments," says Jerry Janik, CEO of
HCI/AND Biometrics. "As previously reported, the INS Passport Program said that they were
very impressed with the HNet technology and the application of facial recognition during our
presentation."

The technology required for consular services will be similar to the INS passport control program
and will include an electronically digitized visual identification system. A central data-based
biometric reference system for use in both logical and physical access control mechanisms to ensure
absolute security in numerous electronic transactions will be utilized.

The State department consular services branch provides United States embassies and consular
offices around the world relevant programs, which includes all measures of security and efficiencies.
HCI/AND Biometrics' meeting with the consular services is set for August 22nd, 2000 in
Washington. "This second trip at their invitation is not surprising, given both the enthusiasm and high
level of interest shown at the previous meeting," says Mr. Janik. "This level of interest supports our
understanding that a very big opportunity exists with the U.S. State Department and other
departments and agencies, it is really only the tip of the iceberg."

The current enabling technology used today by federal agencies is the first generation of Biometric
technology and has very quickly become obsolete as more advanced leading-edge technology
systems come on stream. HNet (Holographic/Quantum Neural Technology) is the first to market
using the new, more sophisticated, highly advanced and reliable HNet technology. "Our product in
facial recognition has widened the gap significantly between HNet and current technology", says
Mr. Janik. "Our current and future products using HNet will be available as O.E.M. modules and in
due course, as off-the-shelf turnkey finished solutions for smaller applications, these will be available
through our partner network. Again, we are delighted to be invited to present this leading core
biometric technology, that will not only meet, but exceed the requirements of the consular services
identification program," Janik adds.

We recognize that current enabling technology has been deployed with in various agencies in the
federal government, however they are beginning to recognize very quickly that HNet technology is
so advanced, that they need to make it available now on a go-forward basis to ensure that in the
most critical and sensitive agencies, that they have access to the absolute leading edge technology
available. Several agencies within the federal government are currently either testing or being made
aware of HNet capabilities. They include departments of defense, justice and the national security
agency. In addition, various governments around the world, specifically England, Israel, Canada,
among others, are currently in trials or under review. HNet technology facial recognition combined
with the future development of speech recognition, will again push HNet technology to an
unprecedented space at that leading edge. That gap between HNet facial recognition and current
technology is already very wide. These developments will only serve to widen it further.
