No, signalling is used to either direct the packet or to trigger some form of telephony functionality.

It's a traditional telephony term that describes a small signalling channel within a T1 or E1 circuit whereby, all the other channels which are carrying voice/fax/data bit streams are controlled by the signalling channel to set up/tear down voice calls, transmit ANI/DNIS information and generally provide handshaking data to enable a smooth transmission of the call from end-to-end. Sort of analogous to the header packets in the router world -- except that it is commonly used in the Carrier networks at the transmission level -- hence signalling has nothing to do with Provisioning of services.

here is another way to look at it. Provisioning is at the Account (customer) level. Signalling is at the transmission (voice,fax, data) level.
