In a recent debate that lasted 13 hours, the Legislature of the City of Buenos Aires in Argentina approved (39-13) a bill titled ``Reproductive Health and Responsible Parenthood.'' The law will permit the distribution of contraceptive methods by the government and will promote ``reproductive health,'' including the use of sex education in public and private schools. In addition, a conscience clause for physicians (who do not want to comply with the law for religious, moral or other reasons) was not made part of the bill."
