Michael, the only guess I have WRT ALA not being a part of the Open DSL initiative may be their former (and continued? - need to check) reliance on CAP for the line codes. They had many deployment problems in the infancy stages of DSL rollouts at Bell Atlantic (circa 1997 - 98). Almost all ADSL now utilizes DMT. Several DSLAMs in the market can accommodate both technologies (i.e. line codes), but DMT is more reliable and is becoming more of the "industry standard." Call it the case of CAP being the 8-track of DSL in the early stages.
