In developed nations due to humanitarian concerns survival of the fittest ain't allowed.

Survival of the fittest is not a concept of evolutionary theories. This was a catch phrase used by Spencer in his attempt to map biological evolution onto culture and society.

Under Natural Selection and Puctuated Equilibrium it is just a matter of survival, and not of progress or becoming more fit. As it turns out the "fittest" have a better chance at survival, but just what is considered "fit" does not have to make sense to us.

In conclusion, evolution never really stops for a reproducing life, such as humans. It is just the "fitness" criteria that changes. All creatures are a work in progress. Of course under the usual condition of Equilibrium I would not expect great changes in humans unless there were a severe catastrophe. At most there is a buildup of variability porportional to the overall population increase.
how is there any change to the existing gene pool [sans genetic engineering ]?
By having more people survive, the number of novel genes, mutations, and combinations of novel genes increases in the population as a whole (since many more can survive to reproduce). It is not until conditions change to where many or most cannot survive that the selection process begins to "choose" between those combinations.
