NAV is too expensive at a P/E of 4?

RE: DZA, I elected to receive cash for my HRD, but they threw in a few shares of DZA too. I haven't taken the time to investigate the company yet. It looks like they paid too much for HRD; does that mean they paid too much for their other acquisitions....
