Greenspan had a revolutionary new idea to turn fermented rice into gasoline. Hanoi was eager to call a truce for the rights to license this new technology, but LBJ strong-armed the deal (he being from a Big Oil state) and in addition made Greenspan sign a non-compete agreement for a span of 99 years guaranteeing that technology would not be available to any market on Earth.
