Michael, the "regional rollout" idea was first voiced almost immediately post-Zenit and explained at various times throughout 1999. My personal WAG for Q3 subs (at end of Q) and MoUs: 32K subs, and 3.8M MoU. I figure they were adding subs at a rate of 3K or so by June. 32K by m/e September implies increasing the net add rate from about 3K per month to 9K by September. Too optimistic, maybe, considering the track record to date, but the value proposition of the service and the size of the open territories is rapidly improving; sadly, these improvements may be more than offset by increased perceived risk of bankruptcy.
