bernie: Perhaps even more effective than a corporate buy-back program would be some insider purchasing. Apparently, the CEO made a pile at MSFT. All the top officers made a pile under the SPO when they sold at $42.25 shares they had got for nothing or for pennies. It would be good business and possible good PR if they were to spend some of the cash they got from selling five months ago at $42.25 to buy back at $11.

(But from their poitn of view, why pay $11 when they can go on getting cheaper options to replace what they have sold? They might also argue that it wouldn't look good to the institutions who bought the SPO at $45 to see the officers doing a quick flip on the cash they raised).
