OK, that is not a system I would support as it doesn't go far enough. And I would expect widespread voucher use would lead to some tuition inflation. More money chasing after the same amount of goods...you know the outcome.

Charter schools? AZ has more than any other state. Maybe more than all other states combined. Too, early to tell how that will pan out but it does put the public schools on notice.
