Because every time you go down-hole to do any kind of "re-work" on a well, there is a myriad of risk involved. Picture yourself on the top of the Sears Tower in Chicago, and trying to pick a dime off the sidewalk below with a pair of pliers on the end of a fishing line. It looks oh-so-easy when it all works, deceptively so.
