New development can be done wherever it makes economical and political sense- A global IT company like EDS should be able to leverage assets in India to perform development that would otherwise be cost prohibitive in a certain market space. On the other hand, these options are causing some work habit corrections and changes of attitudes according to some of my sources. Usually if a government wants to provide employment for local citizens regardless of the economics, they are willing to pay the freight and value results over cost.
