Bookham Technology Plc, also of the U.K., has looked abroad to fill some of its positions as it doubled its number of engineers to 144 this year, bringing its overall staff to 700.

``We've been attracting people from abroad -- now when I go into the kitchen, I hear people speaking in Russian and French,'' said Chief Executive Andrew Rickman in a recent interview.

The company, which makes chips for high-speed Internet access, plans to add 270 employees at its new plant based in Swindon, England.
