As other people have pointed out, the Shanghai facility is a chip assembly plant, not a fab.

Regarding productivity... the capacity of a chip assembly plant is determined by the amount of equipment more than by the number of employees. I would not be in the least bit surprised if Intel's agreement with the Chinese government specified both the amount of investment (and therefore the amount of equipment) and the number of employees. I would also not be surprised if the resulting ratio of equipment/capacity to employees differed from the semiconductor industry norm. Planned economies are funny that way.
