To change the subject a little what concerns me are the RBOCs desire to charge 1 cent per minute from the ISPs to build their infrastructure. It is a little hard to make the case that you need to charge 1 penny a minute to build your CO infrastructure if you already dish out the money to build it. So won't the RBOCs continue to delay upgrading? The RBOCs may be able to put public pressure on the FCC to allow the charge by refusing to update their COs and allow some brownouts. If the internet bottleneck moves away from the routers on the edge of the internet to the RBOC's CO, then what does this do to ASND's GRF,TNT and Cascade's switches?
