No chance before the election, IMO. The political constituencies in the democrat party are way too far to the left to lay down for what they think they can win votes with by painting it as welfare for the big oil companies and wealthy oilmen.

And because the liberals control the TV networks run out of NYC, the republicans are afraid, AS USUAL, to argue the issue as they have been with many other important issues.
