I agree that it needs to be refocused too. As for competition between the services, yes that does lead to some inefficiencies but the only way to avoid it is either to hand all of them all the money they would ever want (which even if possible would not be a good idea) or to merge the services. There are enough practical and political diffculties to mergeing the services that I don't think it will happen and I'm not sure it should even be attempted. A properly directed political effort of that size could accomplish more elsewhere. Also if you merge the services you still will have people on or in charge of ships wanting more and/or better ships, people in charge of tanks wanting more and/or better tanks, people working with planes wanting the same thing and so on; so you will still get political competition for scarce military funding.
