A police department per se may be run well from the top, but there can be officers that use racial profiling amongst themselves.

Some LA police -- black officers -- have been guilty of profiling other blacks themselves! It can cut across all color lines, but is usually practiced by predominantly white cops who profile African-Americans or Hispanics.
