It a roll of the dice. And they have to spend on infrastructure as well. T has similar problem with a different twist, has debit of over 100 bil and loosing momentum with business customers, slowing revenue growth.....still spending on upgrade of cable systems and boat loads of direct marketing trying to win consumers over to tele & net services with their broadband services.....long hard road and expensive (much more than europe where telephone services have been traditionally "read more than USA" expensive and poor. You are right however these are make or break decisions. Makes las vegas seem like amature gambling.
