where can I find a chart or quote on the VIX?

Simply input $VIX and usually the chart will come up.
Yahoo uses a different symbol than the dollar sign. It might be ^VIX.

Perform TA on it like any other chart.

Notice that it reacts in the opposite direction.
In general, Sell signals are when it goes below 20.
