In such a case, by a utilitarian calculus, numbers prevail, and we choose to offend fewer people, unless a real Constitutional principle is a stake. It is not. The very prevalence of the use of chaplains in the military and the Congress demonstrates that it was very far from the understanding of the Framers that such accommodations amounted to "establishment". Remember, the original comments had to do with allegiance to democracy, and an unwillingness to ride roughshod over legislative intent by overly creative rulings from the bench. Sorry to say, the democratic way is to let the local communities decide whether there shall be a benediction or not. You want to argue it as a matter of public policy or ordinance, well, that is permissible..........
