Pre-Cell Solutions Fiscal Year-End Revenues
Increase According To Business Plan

$358,000 Revenues Reflect Less Than One Month of Wireless Operations

MELBOURNE, Fla., Aug. 16 /PRNewswire/ -- Pre-Cell Solutions, Inc. (d/b/a Dual Point Communications) (OTC
Bulletin Board: TDCM - news), a leading provider of wireless technology and telephone services for the prepaid
wireless and home markets, announced today that fiscal year-end revenues grew more than 1,500 percent from last
year. Total revenues increased from $22,936 for the year ended April 30, 1999, to $358,113 for the year ended April
30, 2000. The full results are available in the Form 10-K filed today.

These results reflect less than one month of operations of Pre-Paid Solutions and USIntellicom, which were
acquired on April 5, 2000. Approximately 43 percent of revenues, or $143,616, resulted from an increase in the
revenues of the prepaid residential business that reported 12 months of operations in the year ended April 30, 2000,
as compared to five months of operations in the year ended April 30, 1999. Of the remaining $191,561 of the
increase, $75,946 resulted from the acquisition of Pre-Paid Solutions, Inc., and $115,615 resulted from the
acquisition of USIntellicom.

first quarter of 2001 (July 2000), we have many of the pieces in place to aggressively drive our growth and achieve
our plan goals, including key acquisitions, distribution agreements, and the introduction of the first CDMA
web-enabled handset for the U.S. prepaid market.''

Net loss for the year ended April 30, 2000, was $1,240,929 ($.04 per share), as compared to a loss of $146,366
($.01 per share) for the year ended April 30, 1999. This increase in net loss of $1,094,563 is primarily the result of
the combined effects of the increased other operating expenses of $757,019, a one-time asset impairment loss of
$388,520 and increased goodwill amortization as a result of acquired businesses of $91,000, offset by increased
revenues as discussed above.

Pre-Cell Solutions recently announced a name change to Dual Point Communications. The name change is
pending shareholder approval. Dual Point Communications' services include both wireless and at-home dialtone.
The wireless service is available under the EZPrepaid brand. The Competitive Local Exchange Carrier (CLEC)
service provides prepaid in-home dialtone to more than 5,000 customers in nine southeastern states. The wireless
technology division, Atlanta-based USIntellicom, is a leading developer of intelligent software and applications for
the prepaid wireless industry. Currently, there are more than 75,000 active prepaid wireless subscribers using the
company's technology.

The prepaid market is projected to grow from an estimated $3 billion in revenue today to exceed $6 billion in
