Technology Trial

Lucent announces CDMA 450 trials to commence in September 2000 in Budapest

PRAGUE, Czech Republic - Lucent Technologies, a worldwide leader in code division multiple
access (CDMA) 450, will cooperate with Westel Radiotelephon Ltd and QUALCOMM to trial CDMA
450 technology beginning September 2000 in Budapest, Hungary.

The first phase of the trial will provide coverage throughout Budapest with up to 100 mobiles
active on the system. The first aspect of the trial will focus on RF optimisation as well as
maximising coverage and taking advantage of 450 MHz propagation. The second phase of the
trial will consist of pre-commercial market testing of subscriber features and services, including
packet data and mobile Internet. The main objectives of the trial are to test the anticipated
benefits that 3G CDMA technology can offer both the operator and the subscriber. The trial on
Westel's network will be supported by infrastructure equipment and services from Lucent and
non-commercial, prototype handsets by QUALCOMM. The handsets were built at QUALCOMM's
facility in the United Kingdom by the R&D group that QUALCOMM acquired from TELLIT in
February 2000.

David M. Poticny, Vice President Global Wireless Strategy, Lucent Technologies said; "Lucent is a
strong believer in customer choice, and we encourage wireless operators worldwide to evaluate
all available technologies on their merit. NMT 450 operators face a limited spectrum allocation,
yet they are in an enviable position to begin 3G deployment with the first industry established
standard technology directly evolved from commercially proven 2G CDMA networks."

Dr. István Gálfi Technical Director, Westel450 said; " We chose Lucent because we truly believe
in the success of the CDMA 450 idea and Lucent is a strong supporter of this system. CDMA is a
very competitive technology in our 2G TDMA (GSM) environment and provides a very efficient
exploitation of the 450 MHz spectrum, high data rates and it is futureproof, fully 3G compatible.
We are looking forward very much to the trial."

Jeff Jacobs, senior vice president of business development for QUALCOMM said "With the
capacity, coverage and feature requirements of the NMT operators and the spectrum available,
CDMA is the right solution for the NMT band. CDMA 450 will offer NMT operators a competitive
advantage and the opportunity to deploy 3G services today."

Background to CDMA 450 and NMT
Lucent Technologies (NYSE: LU) is a world leader in CDMA (code division multiple access)

of analogue networks in the 450 Mhz band to become providers of third-generation (3G) wireless
services.

Over 40 countries utilise the 450 Mhz band, including those that have first generation analogue
Nordic Mobile Telephone (NMT) networks, such as those established in the Nordic countries,
Eastern Europe, Russia and Asia. NMT networks, which have a narrow spectrum allocation,
require a migration path that allows them to use the bandwidth efficiently if they are to cope
with the capacity demands of current and next generation voice and data content.

Lucent's CDMA 450 offers a uniquely positioned migration path to 3G that provides the most
capacity and high speed packet data capability for the available spectrum -- a 2,200% capacity
increase over a standard analogue NMT network. Other benefits of Lucent's CDMA technology are
vast coverage improvements over analogue NMT networks.

The CDMA 450 option allows operators to maximise the potential of this bandwidth and to
rapidly progress to 3G wireless multi-media services that are competitive in speed and content
with other third-generation systems.

Westel Radiotelephon Ltd. was the first to introduce commercial mobile communication services
in Hungary in 1990. The company celebrated the 10th anniversary of its establishment last year.
