Ed,
I've been running Windows 2000 Professional and Advanced Server for a few months now, including IE 5.5 (I have a Microsoft Universal Subscription) and they have been fast and rock solid. In fact, on my Pentium II 266, I see no internet speed difference than when I'm on my Dell Pentium III 800 with Win98SE and IE 5.5. And the P266 is running advanced server with DHCP, IIS, Internet connection sharing with 3 clients, and Zone Alarm.

I put Win ME Beta3 on my sons computer and he loves it (Unfortunately, it expired Aug 15 and when I try to download the release version from MSDN it tells me invalid permissions. I'd call but my next shipment is "in the mail"). He likes it, mostly, because it boots up a lot faster than Win98 SE. I'm not sure where your speed problems lie, but you might try Win 2000. (Of course, I'm not a gamer and have a fairly bland system so a word of caution on that front).
