It is gratifying that you seem to have grasped the point so quickly. Republicans are proposing to use on- budget surpluses, not Social Security surpluses, which the CBO is projecting to be sufficient. Your figures, and the inferences drawn from them, were wrong. Also, it would be nice, under the circumstances, to source such material. By the way, the election occurs in 2000, Bush would be inaugurated in January of 2001. Any legislation he was responsible for personally would not be enacted until spring of that year, and probably would not involve the issuing of refunds until the spring of 2002. So you were focused on the wrong year, anyway.......
