A low VIX signifies Complacency and can signify a big move EITHER UP OR DOWN. The low VIX ix telling us that the market is about to move substantially. By the looks of the DOW and BKX and SOX I would say the move will be UP. However the market sometimes likes to suck them in before it spits them out.
