I can destroy Bernie's so called logic with a single observation:

Of all the tankers on average one third are on their way here with oil, one third are on their way back and many of the rest are loading/unloading or waiting to do so.

Then there are those being retired due to the incident near France recently.

Then there are the tankers carrying products other than oil, the ones in drydock being repaired...

And finally I remember reading awhile back that tanker schedules were very tight earlier this year because OPEC's February increases were pushing the limits of the tanker supply.
