the SPR won't help in building HO supplies - refineries are working at 99% of capacity already - that can't be topped. and since September will see the heaviest maintenance shutdown period in a decade, there's no chance to bring distillate inventories up to speed in time.

crude oil inventories will likely build a bit though during that period...so tapping the SPR is a completely useless gesture. or does it comprise stocks of distillate?
