I think I know what it is. A loyal engineer
got an assignment to design, say, future generations
of Intel super-duper peripheral controllers.
The attraction is that no matter how stupid the
design is, it automatically becomes no less
than industry-wide standard. You just need to
put on paper all your known bugs, and they become
features! Wouldn't you like this environment?
