It's an experimental deal,
My biggest worry on using municipal sludge on a farm comes from the lack of control and monitoring for what people flush down the sewers. I'm not saying the sludge is full of mercury, or lead, or asbestos, but it could be and I wouldn't know it (unless I paid to have it analysed myself). This is another case where a govt. program could do some good, procedures to verify that the sludge is ok. All it would take is one really bad load of sludge to mess up a bunch of acres for years, and there goes the value of the farm.
