But if you have a loop of code that will be iterated many, many times, the pipeline bubbles will be reduced down to a minimum.

That is exactly the question I'm looking to get answered. When and how does it remove bubbles from the pipeline? That is what determines it's impact on IPC.

There is also the unanswered issue of how it impacts clock speed. Until proven otherwise, I'm inclined to think that the double speed ALU may have been a very bad idea.
