In the Soviet Union once, I believe in 1979, I was surprised to hear a Soviet citizen (a semi-dissident) insist that Carter was the best President the U.S. had ever had.

When I expressed my surprise (the best???), he waxed very eloquent about the crucial importance of Carter's foreign policy emphasis on human rights. Can't say he convinced me, but he did provide food for thought/reevaluation.

We all know the line about no man's being a prophet in his own country. Doesn't mean folks in other countries can't appreciate his message.
