I think the macroeconomic impact of presidents - and even of Congress - is really quite small, except when they decide to stage wars. One of the funniest scenes in modern politics is the inevitable argument over whether the '90s boom was caused by Reagan/Bush or Clinton. Neither, of course, have anything to do with it; it is driven by demographic and technological trends that lie far beyond political influence.

Even Carter's much-maligned foreign policy suffered from similar influences. He is frequently blamed for the "loss" of Iran and Nicaragua, but the US did not have the power to reverse either of those events, which were the culmination of courses set long before.
