Dear Bernard,

1. WCOM I thought puleed out of the European 3G auction. It is suffering like all the "old established" carriers from ever decreasing selling LDD and IDD charges. The growth in this area is not making up for the reduction on selling prices.

I think it is now pretty clear why Bernie wanted to buy NXTL. he might have been right medium term.

2. T and Brtish Telecom have the same problem but probably worse. We will have to see how the TCI connections play out.

3. DT hasreal problems. The lay offs that DT announced this week are really quite small. Remember how many T laid offf over the last few years. DT is going to find it really hard to make progress especially after getting caught up in the incredible exhuberance of the Eurpean 3G auctions.

On the hand I doubt the market os going to make it so easy for these managements to go out anddo this again and Europe is not the only place on Earth.

The question is whether this is gonig to try to repeat itself in the US, Asia or S. America.

I am also not usre what these licenses cover. I mean do you need the license to carry data over a certain rate? If GSM for instance could miraculously carry at 2Mbts would you need a new license for the existing GSM frequencies?

That could become very imoportant in say Korea, Japan, Australia for instance where there are existing CDMAone operators and CDMA one it seems ot me can carry the 1X chip and maybe allowed to be upgraded within their currrent licenses. I seem to remember that the cdma2000 system is effectively an upgrade to the cells and works on the same segment?

Even so assuming that Dr Jacobs is right about QCOMS right to full royalties on w-cdma then at least so far as Europe is concerned the companies concerned have effectively gambled quite a bit of their shareholders money on a system and they better get it up and running as soon as possible. The press comment is already that they may have to take 5 to 10 years before they see their money back. So in my view they will deploy as quickly as possible. All they need now is to be told whuch frequency they are going to be given and which system they need to buy?

If they are really under financial pressure they will do well to insist on cdma 2000 despite all the huge pressure that NOK and ERICY will bring to bear.

Either way it seems to me that QCOM shoud do OK.

Best regards,

L
