How could it be bullish if short interest had declined from mid-July to mid-August? Think about it, that would have meant that despite net buying from short sellers, CNC dropped 20% anyway.

Even as it is, it seems clear to me that short selling has not been responsible for the bulk of the slow, steady decline CNC has gone through since the Fourth of July. Ponder the implications of that if you would.
