As far as the republican Congress taking credit . I don't think so .

The surplus did not occur because of less government spending put into effect by a stingy republican congress. It came about because of increased tax revenues.

This increase was due in part from the tax increase put into effect by Clinton and in part because of the strong economy.

The tax increase and Clinton trade policy certainly played a major role in this strong economy.

Amazing how the republicans can try to take credit for this. They fought Clinton tooth and nail all the way.
